Job Id:1048# of Openings:1Data Center and Cloud Infrastructure SpecialistDemocracy International (DI) is seeking to hire a Data Center and Cloud Infrastructure Specialist for an anticipated six-month e-Parliament Feasibility Study opportunity in Bangladesh. The study aims to identify how digital transformation can strengthen parliamentary processes, enhance public engagement, and improve institutional accountability in Bangladesh. The objectives of this activity are to:

• Conduct a feasibility study for transitioning to an e-Parliament system in Bangladesh, following feasibility study guidelines established by the Government of Bangladesh; and
• Based on the findings of the feasibility study, formulate a Development Project Proposal (DPP), in line with government requirements.The feasibility study will consist of a comprehensive ICT Infrastructure & Systems Assessment across the Parliament and Secretariat with several components, including:
  • Software System Assessment & Alignment
  • Data Storage, Backup, and Cloud Assessment
  • Cybersecurity Risk Assessment and Mitigation Strategy
  • Interoperability & Integration Standards Evaluation
    This will be a part-time position based in Dhaka, Bangladesh, and will be contingent on award and funding. The anticipated award start date is estimated to be in June 2025.
    The position's responsibilities will include:
    Programmatic
    • Provide data center design and cloud integration expertise to support the feasibility study process;
    • Lead the Tier 3 Data Center Planning & Review and Data Storage, Backup, and Cloud Assessment;
    • Support data collection and analysis for other assessments and deliverables, as needed;
    • Support the drafting and presentation of the inception, draft, and final reports;
    • Support the presentation of draft findings to relevant stakeholders;
    • Support the finalization of the report and submission to UNDP.
    • Contribute to the formulation of the Development Project Proposal (DPP)
    • Inception Report

    • Final Report (inclusive of Implementation Roadmap)
    • Development Project Proposal (DPP) FormationQualifications
      • A Bachelor's degree (or higher) and professional certifications (e.g., CDCP, CDCMP, ATD) are required;
      • At least 15 years of experience in data center design and implementation, including Tier 3 or higher classification;
      • Experienced in designing, implementing, and maintaining mission-critical data center infrastructure;
      • Knowledge of cloud integration and disaster recovery planning;
      • Experience with project management, precision AC, data center solutions, and structured cabling;
      • In-depth familiarity with, understanding of, and ability to successfully navigate within the Bangladeshi context preferred;
      • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members;
      • Professional fluency in English (both spoken and written) required;
      • This position is open to Bangladeshi citizens.Reporting
